Collection Description

A road-legal mobility scooter is a mobility scooter that meets the legal requirements to be used on public roads, not just on pavements or private property.

In the United Kingdom, mobility scooters are generally divided into two classes:

Class 2 Mobility Scooters

  • Maximum speed: 4 mph (6.4 km/h)
  • Intended primarily for pavements.
  • Can be used on roads only when there is no pavement available.
  • Do not need to be registered with the government.

Class 3 Mobility Scooters (Road-Legal Scooters)

  • Maximum speed: 8 mph (12.8 km/h) on roads.
  • Must have a speed limiter that restricts them to 4 mph on pavements.
  • Can be used on most roads (but not motorways).
  • Must be registered with the Driver and Vehicle Licensing Agency (DVLA), although there is no registration fee.
  • Must be equipped with:
  1. Front and rear lights
  2. Indicators (turn signals)
  3. A horn
  4. Rear-view mirror
  5. Reflectors
  6. An efficient braking system

Do You Need a Licence or Insurance?

For most users in the UK:

  • No driving licence is required.
  • No vehicle tax is payable.
  • Insurance is not legally required, but it is strongly recommended.

Who Can Use One?

Generally, Class 3 mobility scooters are intended for people with mobility impairments. Users should be able to operate the scooter safely and understand basic road rules.

Where Can They Be Driven?

A Class 3 scooter can be used:

  • On pavements (at up to 4 mph)
  • On most roads (at up to 8 mph)
  • In pedestrian areas where permitted

They cannot be used on:

  • Motorways
